Sekika Solutions developed the Responsible Trade Facilitation (rtf) Programme to assist liquor outlet owners to improve their outlet legal compliance. To date 1500 Outlets have been recipients of the rtf program across 5 Provinces.

The responsible trade facilitator uses the following Outlet Health Measures (OHM) to evaluate participating Outlets and develop action plans to close the gaps identified in partnership with the Liquor Outlet Owners:

Outlet
Health Check

The Health Check is developed using relevant Liquor Act, Presiding Officer Conditions, Norms and Standards, and Occupational Health and Safety Act to audit and educate Liquor license holders.

Outlet
Observations

Implementation of a physical observation check to statistically track improvement of outlet behaviour against legislative requirements. During each visit the Facilitator observes the behaviour of both the Outlet management team as well as the Consumers.

Consumer
Engagements

Rtf Facilitators engage consumers during each visit to an Outlet on various alcohol harm topics. Consumers were generally very receptive to engage and learn from the engagements conducted.

Enforcement
Visits

Outlet visits by any law enforcement, SAPS or Liquor inspectors is captured as a visit. The outcome of the visit is recorded and used to assist with developing the Outlet Action Plan.  Both compliance and non-compliance notices are captured.

To facilitate efficient data collection and field communication a mobile data collection application is utilised.  The application is loaded onto a 7-inch android tablet and provides the following core features to the facilitators: geolocation of customers, access to previous visit information, conduct electronic surveys, develop picture database of each tavern, conduct training presentations to Tavern owners and request real time support from the back-office.

rtf Incentive Scheme

The rtf incentive scheme aims to encourage Taverners to become more responsible but also to provide them with the tools to comply with applicable legislation within the areas that they are operating within.

The Incentive Scheme supports both the struggling Taverners but also reward the high performing Taverns. The following diagram gives a high-level view how the rtf incentive scheme works.

When the fire broke out, I asked my kids to pull out the fire extinguisher and I did as we were demonstrated on the rtf fire fighting training, opened my ceiling and extinguished the fire inside.  The rtf program has made a massive difference to the safety of my outlet.

We have funded and supported our implementation partner, Sekika Solutions, in the roll-out of their Responsible Trade Facilitation (rtf) project. This project forms part of our Community Formalisation programme aimed at ensuring safer and alcohol harm free outlets. The rtf project was rolled out as a pilot in 4 provinces, Eastern Cape, Free State, Gauteng and Mpumalanga and so far, has showed great impact.

Rtf was a ground-breaking initiative developed and implemented in the Townships of Cape Town to address the lack of legal compliance within Taverns. Rtf assisted with the education of retailers, physical implementation of legal requirements and monitoring of both consumer and retailer behaviour in this space.

This initiative has highlighted the need for better education of our retailers and increased investment to create safer spaces for our consumers
